I think this has always been a problem to some extent, but it was even more swept under the carpet when it was more just men who were raping other men. Now that you've got more women in the military and it's such a horrendous problem, it's coming more to light. I don't think the issue is honor; I think it's a hierarchy that is built around coercive and violent domination, and that's something that hasn't changed. The military messaging around this is related to use of alcohol but more than half of these assaults and rapes don't involve being in a bar or have anything to do with alcohol. It's the same issues we see in society as a whole when the culture is that of a dominance-based hierarchy.
